Call to Order: 7:00 pm. The Chair will explain the meeting procedures.
1) 911-929 High St.- EIDR*-Public Hearing, continued from September 21st meeting. Applicant proposes a small coffee shop/juice bar in former pet care facility space at the plaza. Work includes interior renovations and minor tenant façade changes. The hearing was continued to further review the required number of parking spaces of the full plaza and consider parking lot improvements.
2) 200 University Avenue- EIDR* Public Hearing- Project proposes building renovations and site work including a new subsurface storm water system, new parking lot paving, landscaping and curbing. Public Hearing Notice.
3) Approval Not Required (ANR) Plans:
78 Fox Hill St. (Assessor’s Map 09, Lot 094) to create new lot in SRE zone.
115 & 131 Bay Colony Dr. (Map 30, Lot 012 & Map 22, Lot 33) for equal land swap in SRE zone.
4) 326 Blue Hill Dr. & 350 Blue Hill Dr. (Map 26, Lots 018 & 019) in SRC zone. Preliminary discussion of concept proposal for townhouses/multi-family from Wall Street Development Corp.
5) Zoning Initiatives and Zoning Amendment Public Work Session. The Board will discuss zoning amendments being considered for 2022 Annual Town Meeting. The discussion will focus on, but is not limited to, the following zoning amendment topics.
- Zoning to comply with Section 18 of Chapter 358 of the Acts of 2020 “An Act Enabling Partnerships for Growth” adding new section 3A to the Zoning Act of MGL 40A.
- By-right multi-family housing zoning within 1/2 mile of train station for MBTA Communities. Board will begin discussing specific properties and start evaluating proposed locations. Multiple properties may be discussed.
- Housing choices such as allowing accessory dwelling units, starter home zoning, and smart growth 40R districts.
- Solar zoning amendments – zoning changes related to solar arrays on roofs, on the ground, other arrays, and the permitting process.
