The Office of Campaign and Political Finance is an independent state agency that administers MGL.Ch.55 , the  campaign finance law.

Annually, candidates for local elections whose names will appear on the ballot must file campaign finance reports with their local election official.  

The Steps: In Brief

1. Organize with the local election official, usually the city or town clerk, by filing the M101 form. Even candidates without a committee file the M101.

2. Open a standard checking account to deposit contributions. Most banks require an EIN from the IRS to open an account.

3. In towns, file the M102 campaign finance form eight days before the election and 30 days afterward.

4. If a candidate  does not  Raise or Expend Campaign Funds they may file form  CPF109.

5. Year-end reports are filed each Jan. 20 by municipal candidates and elected officials who are currently serving in office. 

Local ballot question committees must register and file reports with their local election official before raising or spending money.

Although candidates can file hand-prepared reports, they are encouraged to register and report using the web-based R7 reporting system. This will simplify record keeping and provide printed reports for the candidates to sign and file locally.

 All campaign finance reports are  required to be filed with town clerk under MGL Ch.55 section 18 and shall be made available for viewing on the internet website of the municipality if the report discloses that a candidate or committee filing a report has received contributions or made expenditures in excess of $1,000 during a reporting period or incurred liabilities or acquired or disposed of assets in excess of $1,000 during a reporting period.

All campaign finance reports need to be retained for 7 years per state public records laws.

 Any current Elected official who does not have a committee and who has not raised or spent campaign funds is required to filed a year-end M102-0 report in the office of the Town Clerk. These reports are available upon request.
