Untitled designFour Local Initiative Program (LIP) developments offer households the opportunity to purchase a home at a reduced rate. All of these LIP units are encumbered by Affordable Housing Deed Restrictions and intended to remain affordable in perpetuity through resale to income-qualified eligible households.

Affordable homes are also sometimes listed on real estate websites. It will usually be indicated in the description as "40B", "comprehensive permit", "Local Action Unit", "Local Initiative Program", "deed restricted", or developed in partnership with the local municipality or state.

Buying & Owning FAQs

Owning an LIP home is a little different than other homes in that it is encumbered by a Deed Rider, which imposes restrictions designed to ensure it remains affordable in perpetuity for future homeowners. When you sell the home, that same opportunity will be given to a new income-eligible buyer. In exchange for the opportunity to purchase the home at less than its fair market value, you must agree to certain use and transfer restrictions. These restrictions are described in detail in a LIP Deed Rider that is attached to the deed to your home and recorded at the Norfolk County Registry of Deeds.

 These restriction include, but are not limited to the following:
  • You must occupy this home as your primary residence;
  • You must obtain written consent from EOHLC and the Town (collectively known as the "Monitoring Agents") before:
    • refinancing or granting any other mortgage,
    • changing the names on your Deed Rider, or
    • making any capital improvements.
  • You may not transfer your home into a living trust; and
  • You must give written notice to the Monitoring Agents when you decide to sell your property.
